William Lockwood is the Wireless Washtenaw Director of Government Relations for 20/20 Communications.  Lockwood’s current role is to coordinate and negotiate with Washtenaw County’s local townships, villages, and cities to acquire promised assets necessary for blanketing the county with the Wireless Washtenaw WiFi transmission. 

Lockwood began working with 20/20 as an extension of his consulting contract with IC.Net.  It was Lockwood’s diligence and ingenuity that brought Siemens into the picture and put together a proposal winning the Wireless Washtenaw bid.

Lockwood is a seasoned veteran of the telcom wars.  As head of the most successful distributor for Michigan Bell in the early 1990s, he helped implement numerous early high-speed Internet solutions using ISDN.  With the coming of competitive access, he became head of a company that was the most successful sales organization for TCG (purchased by AT&T) and separately for MFS Intelenet (purchased by Worldcom).

This experience lead to his appointment as the City Director for KMC Telecom, another competitive local exchange carrier, in Ann Arbor, Mi.  He supervised a staff of 20 sales, technical, and back office people.  Wide-ranging community and government contacts help him turn this money-losing unit into an EBITA positive venture in just 30 months.  Many of the agreements that have made 2020 Communications strong have their roots in the early relationships developed with IC Net, 2020 Communications predecessor.

In over a decade and a half of telecom and Internet sales, every commercial sales team he has assembled was the top seller for the carrier they represented.

Lockwood is a long time Ann Arbor resident.  He received his B.A. in Political Science from the University of Michigan in 1966.  Lockwood is very well known and active in local politics.
